Technical Architect and University Specialist in Land Use and Management. He holds postgraduate degrees in Local Planning, Interculturality, Social Psychology, and NGO Management. His professional experience is primarily focused on developing projects for institutional strengthening and advising public administrations and service operators in the area of local and territorial development, with a special emphasis on climate change and sustainability. Between 1997 and 2000, he worked in Nicaragua and Guatemala, coordinating projects for municipalities and local communities, and led the Eastern Regional Office of the Spanish Agency for International Development Cooperation in Guatemala. From 2001 to 2005, he was the Project Manager at Bakeaz, where he designed, developed, and coordinated national and European research, training, promotion, and advisory initiatives in local sustainability and participatory planning.

Since 2006, he has been working at Tecnalia, currently serving as the Manager of Climate Change Adaptation in the City, Territory and Environment Area, where he coordinates projects for the development of solutions and support tools for decision-making in territorial management, nature-based solutions (NbS), vulnerability, risk, and climate change adaptation. Among the activities he has developed, it is noteworthy that he has promoted vulnerability and adaptation projects in the energy sector in Latin America with several detailed studies in hydropower systems, coordinated various ESPON projects (European Territorial Observatory), led Tecnalia’s participation in European projects and initiatives, and advised the Basque and Navarre Governments, or cities such as Bilbao, Madrid, San Sebastián, Valencia, and Vitoria. He has coordinated the development of guides for assessing risks associated with climate change in Spain, adaptation to climate change in Spanish municipalities, integration of climate change into urban planning, Nature-based Solutions (NbS) for climate adaptation, and the analysis of NbS effectiveness. He participates in working groups on these subjects at ISO, CEN, and UNE.

He has more than 20 years of experience in managing significant European and international projects, coordinating multidisciplinary teams and consortia. He is a regular speaker at conferences and seminars on climate change adaptation and co-author of articles and publications on the subject.
